Privacy Policy

Clearline Civic LLC ("we," "us," or "our") provides a web-based platform that helps townships and other local government entities manage public works operations. This policy explains how we collect, use, and protect your information.

Information We Collect

  • Account Information: Your name and email address, used to sign you in and send you service-related messages.
  • Township Data: Road inventory, work orders, budgets, material costs, documents your township uploads, and other operational data entered by your township.
  • Communications: If your township uses our text-messaging features, we collect your mobile phone number, the content of your messages, and a record of your consent to receive texts. If you send email to your township's Clearline inbox address, we process the content of those emails to create records in the platform.
  • Error and Diagnostic Data: Technical information such as browser type, IP address, and error details, collected through error monitoring to keep the platform reliable.
  • Cookies and Local Storage: We use only essential cookies and similar technologies to keep you signed in and operate the platform. We do not use advertising trackers or sell browsing data.

How We Use Your Information

  • To provide and maintain the Clearline Civic platform.
  • To authenticate your identity and manage your account. We use passwordless sign-in: you log in through a secure link sent to your email, and we never store a password for you.
  • To communicate with you about your account or the service.
  • To power features you choose to use, such as document search, AI-assisted questions and answers, and text-message work orders.
  • To improve the platform and diagnose problems.

Your Township's Data Belongs to Your Township

All township-specific data entered into Clearline Civic remains the property of the township that created it. We will never sell or license your township's data, and we never share it with third parties except the service providers listed below, who process it on our behalf and are bound by their own confidentiality and data-protection obligations. If Clearline is ever involved in a merger, acquisition, or sale of all or substantially all of its assets, your township's data may be transferred to the successor as part of that transaction, subject to this policy and to any agreement between Clearline and your township.

AI Features

Some features of Clearline Civic use artificial intelligence — for example, asking questions about your township's records, searching uploaded documents, polishing report notes, and creating work orders by text message. When you use these features, the relevant document text or messages are processed by our AI service providers, Anthropic and Voyage AI. Your data is not used to train their models, and it is never sold or shared beyond providing the feature you requested.

Text Messaging (SMS)

Township staff may opt in to create and update work orders by text message. We record your consent when you opt in, and you can opt out at any time by replying STOP or revoking consent in the app. Mobile phone numbers and SMS consent information are never shared with third parties or affiliates for marketing or promotional purposes. Aggregate Data

We may compile anonymized, aggregate statistics about overall platform usage (e.g., average number of work orders across all townships, typical material costs). These aggregate reports will never identify any individual township or user.

Data Security

We protect your data with industry-standard measures, including encryption in transit and at rest, database-level tenant isolation so each township can only access its own data, passwordless sign-in via secure email links, and nightly backups that are encrypted before they leave our systems.

Security Incidents

If we confirm a security incident involving unauthorized access to or acquisition of your township's data, we will notify affected townships without undue delay, consistent with our agreements (including any Master Services Agreement) and with applicable breach-notification laws, such as N.D. Cent. Code ch. 51-30 and the similar laws of other states. We will share the information reasonably available to us about the incident and the steps we are taking to address it.

Third-Party Services

We use the following service providers to operate the platform:

  • Supabase — database hosting, file storage, and authentication
  • Vercel — application hosting
  • Google Maps — map display and geolocation features
  • Anthropic — AI features (questions and answers, report assistance)
  • Voyage AI — document search
  • Postmark — sending and receiving email
  • Twilio — sending and receiving text messages
  • Backblaze — encrypted backup storage
  • Sentry — error monitoring

These providers have their own privacy policies governing how they handle data.

Where Your Data Is Stored

Your data is stored and processed in the United States.

Public Records Laws

Because our customers are units of local government, data your township stores in Clearline Civic may be subject to state open-records or freedom-of-information laws. Your township remains responsible for its compliance with those laws, and we will reasonably assist with records requests relating to your township's data.

Data Retention

Your township's data is retained as long as your account is active. If you choose to close your account, contact us and we will delete your data from our active systems within 30 days. Residual copies may persist in encrypted backups for up to six months before they are automatically aged out. Before your account closes, you may request an export of your township's data in a commercially reasonable, machine-readable format. Your township is responsible for exporting and retaining any records it is required to keep under applicable records-retention laws and schedules before its account is closed.

Changes to This Policy

We may update this policy from time to time. We will notify users of material changes via email or an in-app notice.
